After confessing to his friend Professor Roberto Moretti, Perkins is directed to join Commander Rupert's Geological Research Center, a military organization that maintains underground installations in Earth's interior. The narrative establishes a post-apocalyptic world: in 2085, Mars-based entities destroyed Earth's surface with nuclear weapons, killing billions. Survivors sheltered in deep subterranean military complexes where they've adapted over two centuries. The serum experiment, Perkins's recruitment, and Moretti's assistance form the story's immediate plot within this buried civilization's survival narrative.
