This is not a pulp magazine. The OCR text is from a U.S. Air Force military intelligence report dated August 1953 concerning a UFO sighting near Onida, South Dakota. The document, addressed to various Air Force commands including the Director of Intelligence and Air Technical Intelligence at Wright-Patterson AFB, describes a sighting by Major Morris Lewis of Ellsworth AFB. The object displayed characteristics inconsistent with conventional aircraft: it hovered momentarily, changed course and speed rapidly in various directions, and disappeared and reappeared multiple times.
