Captain Flash must stop a runaway atomic bomb headed toward Atom City before it detonates, racing against time in his jet to intercept the weapon. Later, Keith Spencer encounters a mysterious figure called the Mirror Man at the Atom City Radiation Plant, discovering a dead body and evidence of sabotage. Captain Flash battles the Mirror Man, a terrifying foe who uses mirrors and reflections as weapons, in a duel that threatens both their lives. The issue also features a backup story with a female superhero character called the Claw, who fights criminals on a waterfront and encounters masked villains.
