Captain Midnight encounters "The Manila Stranger," a plot involving his old friend Tom Miller of the Evans Gold Mining Company, who is being coerced by an anonymous letter threatening the company's interests. After Miller's board votes to buy an old salt cliff mine, mysterious figures infiltrate Captain Midnight's quarters at night and plant a piece of Manila hemp rope. Captain Albright and Midnight then travel to Norway to investigate volcanic activity and a mysterious airplane, where they discover Nazi operatives including one named Heinrich Heintz attempting to escape Germany. The story culminates with Captain Midnight pursuing the enemy agents and their special aircraft over Norwegian terrain.
