Cat-Man Comics #21

The Cat-Man and the Kitten pursue the villainous Deacon and Mickey after they destroy a vehicle and attempt to escape, with the Deacon threatening to rob civilians of rationed food and boasting of extorted money. The Deacon is ultimately captured and imprisoned, where a patriotic message urges citizens to buy war bonds for victory. "Little Leaders" starring Mickey and the Kitten depicts a fleet of U.S. bombers attacking a northern enemy base, with the bomber crew's controls damaged during a dive. "Black Market Butcher," a Personal Adventure story, follows Sam Barrow, a butcher shop employee whose boss Rufe Miller plans to illegally profit from wartime meat rationing by dealing in black market horsemeat, which Sam ultimately rejects in favor of honest business.
