Catman and the Kitten battle a criminal named Chopper and pursue his associates across the city and onto the water. A villain called Blackout and his companions commandeer a Nazi control boat, triggering a hidden mine that destroys a house, and Catman must stop them before they escape. In a climactic fight, Catman faces off against a vulture-clawed villain, defeating him through superior strength and skill.
