Cookie O'Toole, a boy nominated for president of his high school's Soda Jerkerie organization, discovers that the election is rigged by the corrupt Hassenpfeffer political machine. Cookie runs as an honest reform candidate against the Brain's ticket, delivering an impassioned speech calling for integrity in student government. Though initially discouraged when the dark clouds of corruption seem to overshadow his campaign, Cookie ultimately triumphs, with his honesty and determination winning the day and bringing happiness to the student body. The issue also includes a comedic subplot where Cookie sneaks out at night and gets caught by his father, involving a stuffed bear and various household mishaps.
