Cookie, "the funniest kid in town," creates chaos and mayhem through a series of pranks and misadventures. After pulling various tricks—including a sunrise stunt involving birds and nests, getting dressed and washed in absurd ways, and losing his breakfast—Cookie seeks employment at an agency. He manages to land a job at the Hotel La Swank, where his antics continue to wreak havoc on guests and staff, including encounters with a supposedly dangerous criminal named Nicholas T. Gingerdink, whom he ultimately apprehends through his bumbling interference.
