Crime and Punishment #27 is an anthology of true crime stories. "The Small Change Murder" depicts the 1948 case of Tippy Garrison and Jojo Donato, poor individuals whose every dime spent brought them closer to the electric chair as they pursued a scheme involving dynamite and money. "Obey the Law" follows a con man posing as a millionaire uncle who attempts to swindle his niece and nephew out of their inherited fortune by claiming to be a long-lost African relative, orchestrating an elaborate scheme involving a hired limousine and fake investments. Additional stories in the issue include "Horror Honey," "The Case of the Expectant Heirs," and "Murder for Publicity," as listed on the cover.
