Vincent "Mad Dog" Coll, a brutal gangster operating in 1931 New York, terrorizes rival mobsters and innocent civilians alike, including bombing a social club where children are playing. His ruthlessness and violent methods earn him a $50,000 bounty on his head, leading his own men to turn against him in hopes of claiming the reward.
