Crime Must Pay the Penalty #21 This issue presents "The Squealer," a story following Pete Tarkey, a young man whose mother dies grieving over his criminal lifestyle. One year later, Pete and his friend Mike Evans admire the crime-craft of Mike's brother Charley Evans, leading them to plan a payroll robbery at a Jan-Art factory. Detective Forbes stakes out the location, and after the successful heist, the gang continues pulling jobs under the direction of crime boss Ben. Later, the story shifts to Monty Davis Fenner, a professional criminal collector hired by Ben to handle jobs with guaranteed results; Fenner never fails to deliver and becomes bored with the easy work, eventually leaving the gang.
