Crime Must Pay the Penalty #30 A criminal organization led by a man named Scarpa uses Halloween masks as disguises while planning robberies and murders. When an undercover operative infiltrates the gang by posing as Tony Kroger, he helps police track Scarpa's operations, including a major heist at the Johnson house where the gang steals cash and jewels from a safe.
