Commander Don Winslow of the Navy must prevent a dangerous German agent named Herr Hangs from escaping the country following the attack on Pearl Harbor. After a tense pursuit involving aircraft and naval vessels, Winslow shoots at the fleeing suspect but misses. In a secondary story titled "The Ash-Can Cannon," Don Winslow and Naval Intelligence Officer Red Pennington discover a deadly peril lurking in an ash-can device set on a pleasure craft off the coast, leading them to detect a submarine and its turned tail through the use of a sound device.
