Don Winslow pursues Japanese agents and uncovers a plot involving counterfeit ration books. After discovering that a marine has been impersonating a Japanese officer and a woman named Josie has unknowingly provided a Japanese vase to the enemy, Don works to track down the Nazi agents responsible for stealing naval documents. When the Nazis attempt to intercept the S.S. Liberté at sea, Don intervenes to stop them, ultimately foiling their plot and recovering the stolen materials.
