Don Winslow and Red discover that the Japanese have set a trap on Bongo Island to wipe out American defenses, prompting them to relay a wireless message warning of the danger. A mysterious character named Fritz, who has been discovered by Don, refuses to inform on the Japanese operation despite being captured. When confronted by a criminal mastermind seeking oil company secrets and threatening submarines, Fritz chooses suicide over betrayal, and Don pursues Nazi operatives who are attempting to escape with classified information aboard a train.
