The Black Terror pursues the villain Targala, who has stolen a sacred talisman and fled through the jungle with his men and hunting dogs. After Targala escapes beyond the fortress walls, the Black Terror and his allies discover the schemer's true objective: he sought a poisoned package aboard a ship that contains cutthroats from the province of Shapura. In the province of Shahir, the Black Band—a group of criminals after power—obtains the package and plans their next move, while the Black Terror works to stop them. The Eagle demonstrates his flying abilities to some boys and then intervenes when a worker's car goes missing, discovering sabotage and helping catch those responsible for the trouble.
