Exciting Comics #13

This anthology issue features two main stories. "Flying Rescue" is a Herbie Johnson tale by Donald Bayne Hobart in which young Herbie uses his homemade scooter to help stop a rat-faced thief who has stolen an old lady's purse, ultimately returning the stolen money and earning a reward. The second story, featuring The Black Terror as indicated on the cover, depicts the masked vigilante confronting criminals and pursuing enemies through various action sequences involving combat and chase scenes across an urban landscape.
