The Black Terror battles criminals on a dock, subduing them with chains and hand-to-hand combat before they can escape. After a brief underwater adventure where he encounters a shark and rescues someone named Igor, the Black Terror pursues a masked villain called the Liberator, who possesses mysterious rays that prove more powerful than the Black Terror's own strength. In the climactic confrontation, the Black Terror defeats the Liberator's henchmen, recovers stolen film negatives and money from a bank robbery, and leaves the villain defeated as he prepares for another thrilling adventure in the next issue.
