Washington announces the elimination of an entire atomic stockpile after special agents discover miniature CO-2-powered bombs disguised as transistor-like absorbers have been planted in potential danger spots across the country. These newly developed bombs are each more powerful than four atomic bombs, and if even one were to fall into enemy hands and detonate, it would automatically destroy all the charges in the surrounding area. An agent briefs military personnel on the impossible situation, explaining that bombs cannot be dropped on American soil without automatically detonating the hidden devices, while another agent mourns the loss of fellow operatives who died in the mission, with only one agent surviving to bear this great debt to his fallen comrades.
