This is an anthology issue featuring three stories. "The Stolen Code" concerns a portion of the U.S. Fleet stationed at Cubano Bay, a naval base occupied by American forces since the Spanish-American War; when a courier carrying secret codes is captured by enemy forces, an American naval officer must work to retrieve the coded message before it can be deciphered and used against the fleet. "Survival" is an instructional feature by Sergeant Bill Thompson covering essential survival techniques, including water rationing, finding fresh water sources, controlling perspiration, and recognizing signs of nearby water supplies in various terrains. "Bulldozer Sailor" depicts naval combat action with American forces engaging enemy positions, including scenes of machine gun fire, mortar shells, and banzai charges against the wide steel blade of what appears to be a military vessel or fortification.
