The Flag, whose real identity is Jim Courtney (the adopted son of a crippled war veteran), possesses superhuman strength and speed, which he uses to fight enemies of America while maintaining his secret identity. When a criminal named Kragg's men attempt to disrupt voting at the polls through violence and intimidation, the Flag intervenes and defeats them. After being struck by an automobile during the confrontation, the Flag is believed dead, but he survives and must recover while evading those who would exploit his true identity. Dr. Spade signals the Flag to relocate to an abandoned loft, where he endures a torturous interrogation by a bald villain who demands the Flag reveal his identity, stretching his body on a torture device in an attempt to break him.
