Freddy and his girlfriend Peggy's car breaks down on the way to a picnic, stranding them without transportation. When Freddy mentions an old American bicycle, Peggy becomes interested in acquiring it to join the American Bicycle Club, which offers membership benefits and exclusive privileges. The issue includes a "Gag Time!" backup story in which a man imagines himself as a ship captain while daydreaming, and later encounters humorous misunderstandings at the beach and with a prisoner's escape attempt.
