This issue contains two stories. "Happy Homer," illustrated by Clint Harrison, follows Homer as he loses his billfold and philosophically accepts that whoever finds it will keep it, only to reconsider when he learns someone actually did find and is keeping it. In the main story, Gabby Hayes helps drive away a locust plague threatening a rancher's land by scaring the insects with gulls, then assists Mayor Naze in resolving a crisis when Miser Abel's refusal to pay taxes leaves the town without hospital beds and volunteer tax collectors; Gabby ultimately helps pay Abel's hospital bills when the miser ends up needing medical care himself.
