Pete Parakis, a convict and "king of the convicts," is released from prison where he had ingratiated himself with the dentist and guards through bribery and manipulation. Upon his release, he reconnects with Victoria, a woman who desires financial security, and together they scheme to extort money from "Big Jim" Colosimo, a notorious racketeer, by threatening to expose his criminal activities to influence an upcoming election. When Colosimo refuses to be blackmailed, Victoria and Parakis's plans unravel, leading to violence and their eventual downfall.
