Green Mask pursues Mr. Whiskers and his gang of criminals, who are using cat-related methods in their operations; the hero tracks them to a railroad station and engages in rooftop pursuit. After apprehending the gang, Green Mask encounters a mysterious spirit that claims to offer him greater power and warns of an unfit new leader arising. In a separate plotline, a young orphan girl named Lillyan is discovered living in a cave and tells her story to Hogan, explaining how she came to be in hiding after her father's death left her homeless; her situation becomes connected to criminal activities involving a Brazilian panther and the Western Union railroad.
