"The Outlaw Haven" follows Lash LaRue as he uses his bullwhip to combat criminals and recover stolen loot, including items taken from outlaws Barton, Kid Tilson, Two-Gun Holley, and Buck Weaver. After clearing the outlaw trails for action and adventure, Lash helps prisoners escape from a state penitentiary by arranging their safe passage across a river, with plans for them to start a new gang with him. The issue also includes a humorous backup story, "Cactus Brain: Matter of Opinion," in which a confused cowboy wanders lost trying to find his house.
