Ollie Olsen wants to take his rooster to City Hall early in the morning to get a license for a bush, but encounters obstacles when a one-way street prevents them from reaching their destination. After a police officer penalizes Ollie for going the wrong way down the street, Ollie and the rooster attempt to find an alternate route to reach City Hall the next day.
