Pep Comics #21 The Hangman warns criminals that crime leads to the gallows. In one story, a man named Lennie becomes entangled with the criminal La Valle, who threatens to kill him and demands he return a knife; Lennie's friend tries to convince him to stay away from La Valle, but ultimately the two agree to be friends again and leave together to escape La Valle's gang. In another story, Sergeant Boyle investigates a man who checked into a hotel but never returned, discovering business papers that lead him to a waterfront warehouse where he apprehends a criminal and retrieves evidence of the man's guilt.
