Pep Comics #4 is an anthology featuring multiple stories. "The Shield" depicts G-Man Extraordinary battling enemies near the Capitol building while foiling a plot involving glider bombs targeting innocent civilians. "The Press Guardian" follows Perry, a newspaper publisher's secret son, as he takes a job at the Capitol and must stop saboteurs threatening the Daily Express; his new assistant is revealed to be a girl he previously rescued. "Kayo Ward" shows the boxer Kayo Ward fighting gangsters and racketeers, then resting at home before traveling with a companion named Connie to catch a train to New York.
