The second story, "The Spirit" by Will Eisner, follows a murder investigation where witness testimony becomes complicated; a note suggesting the District Attorney's key witness Frankie Green was murdered by Jordan's hired gunmen creates confusion, but further investigation reveals the handwriting proves to be a forgery and that Manhunter may be the true culprit.
