Popular Romance #23 is an anthology containing three stories. "Too Proud to Kiss" follows Marcia, a woman torn between her love for Kerry and her desire for security with the reliable Warren, ultimately choosing Warren before being visited by Kerry, who asks her not to ruin their love through duty. "Pursuit of Love" tells of Joyce, who initially rejects Brad's parents' son but eventually falls in love with him and agrees to marry him after learning to accept his family. "Free My Heart" depicts Patty, who must choose between Hank, a man she loves, and marrying him quickly after he unexpectedly asks, leading to a reconciliation as she commits to the relationship.
