"Private Bill's Dictionary of Service Men's Chin Chatter" is an anthology featuring military slang and humor from servicemen. The cover story shows a character demonstrating various physical feats while being told "no hands," "no feet," and "no teeth," establishing the comedic tone. The first visible story, "Private Bill," depicts a father's failed attempt to help his dim-witted son avoid the army by staying quiet at the recruiting office, only to have a sergeant identify him as a dope anyway. The bulk of the issue comprises an alphabetical dictionary defining military slang terms and expressions, such as "Pipe Down" (shut up), "Posh" (bright and polished), and numerous other period military colloquialisms and servicemen's jargon.
