Rusty and his friend Jake investigate a purported ghost haunting that turns out to be connected to a smuggling ring operated by a man named Mark Legion, who uses a newspaper job as a front. After encountering Mark Legion and exposing his criminal operation, Rusty helps the police apprehend him. In a separate adventure, Rusty and Spunky take photographs of a building across a lake, where they discover a man from a museum and uncover evidence related to Mark Legion's activities.
