Topper the boy acrobat performs a daring high-wire act at the circus but becomes dizzy and nearly falls, saved only by quick thinking from his fellow performers. After saboteurs cut the circus tent ropes, Topper and his friend Ronnie attempt a rope rescue but accidentally fall into water. Later, military personnel attempt to infiltrate the circus under false pretenses, claiming to be a clown act, but are exposed as spies and arrested after a confrontation with the circus performers.
