When a mysterious fire breaks out at Nat Berleigh's factory, young Jack Jaxon obtains a magical belt called the Thunder-God, which grants him superhuman strength and the ability to fly, transforming him into Thunderbolt Jaxon. Using his new powers, Thunderbolt extinguishes the factory fire by diverting water from the municipal water tower, saving the facility and its workers. However, when Thunderbolt pursues a stolen ambulance, he is caught by police and accused of sabotage and kidnapping, forcing him to pursue the real culprits by air to clear his name and rescue the kidnapped Pamela Berleigh.
