This wood-engraved Dutch political cartoon depicts a well-dressed man tying a bell to a cat—a visual pun on the fable of belling the cat, where a mouse proposes a solution no one dares execute. The print satirizes political paralysis, showing figures observing from windows and doorways as the central figure attempts the impossible task. The composition and energetic line work reflect the Northern European tradition of satirical printmaking descended from Hogarth and Gillray, adapted here for 19th-century Dutch parliamentary politics. The scene transforms a moral fable into contemporary political commentary, using anthropomorphic imagery and domestic setting to critique policy debates and political courage—or the lack thereof—among elected officials.
